brochure on the protection of lives and assets

Japan's government published the brochure on the protection
of lives and assets this year. The title of the brochure is
"To protect yourself from armed attack and terrorism attack
(translation)."

It is easy to understand for everybody, from kid to elder
person. Now, Japan's government has different way of
thinking from old days in cold war. I couldn't find out
English or Korean version. Why?
